The Arkansas Association of School Business Officials (AASBO) has scheduled six sessions of certification classes for Tuesday, July 10, & Wednesday, July 11, at the AETN Studios on the campus of the University of Central Arkansas in Conway.  Plan on attending the classes and learn valuable information and updates in public school finance as well as meeting and networking with other school business officials from throughout the state.  

These classes will provide twelve (12) hours of credit towards the Tier 1 12-hour initial training as required by Act 730 for new business managers. If you are a new business manager or if your district has a new business manager, then this is required training for this position. 

If you are unable to attend onsite in Conway, the CASBO classes (except for Tier 1 training on Wednesday) will be “live streamed” as an alternative option.  To “live stream” the CASBO classes, you must create an account through ArkansasIDEAS.  If you have previously live streamed classes you can use your existing ArkansasIDEAS account.  If you do not have an IDEAS account, we will notify you after we submit the live streaming lists to AETN where you will email them at or call their help desk at 800-488-6689.


Registration for SF401A - Annual Tier 1 Update:

  • CASBO participants registering online for SF401A-Annual Tier1 Update will not be charged for the class in the registration process.

  • Those wishing to receive CASBO Certification Credit for SF401A-Annual Tier 1 Update will register and be billed onsite at the training session on Wednesday, July 11.

  • SF104-A cannot be taken via live streaming.

CPE Credit for CPAs NOW AVAILABLE for five of the CASBO classes!

If you are a CPA, all of the CASBO classes on July 10-11 (with the exception of CASBO SF401A-Tier 1 Update) qualify for CPE credit in the following fields of study. You must attend in person to receive CPE credit:

  • SF101A School Finance-Revenue:  Accounting

  • SF101B School Finance-Expenditures:  Accounting

  • SM102 School Business Management-School Ethics & Audit Compliance:  Auditing (Governmental)

  • PS101 Introduction to Purchasing & Supply Management:  Business Management & Organization

  • SF105 Understanding Your State Funding Printout & Adequacy Matrix:  Finance


The following conditions must be met as well:

  • You must attend in person; you cannot live stream the classes and receive CPE credit.

  • You must sign in and sign out and complete other paperwork onsite.

  • While registering, please check the appropriate box if you wish to sign up for the CPE credit and list your CPA license number.

  • No Prerequisites are needed

  • Who Should Attend?  Superintendents and School Business Officials including CPAs

  • Advanced preparation:  Class presentation material will be sent to all participants to preview before the classes

  • Program Level:  Basic

  • Delivery Method:  Group-Live

Registration:   AAEA/AASBO Member - $30 per class.    Non Member - $45 per class

  • Onsite Attend the CASBO classes in person

  • Live Streaming Participate in the CASBO classes by viewing on your computer  (Streaming not available for CPAs wanting CPE credit)

Instructor:  Charles Warren, Business Manager, Fort Smith Public Schools

                          Description:  Introductory class covering local, state and federal sources of revenue.

11:00:11:45   Lunch will be provided.

11:50 - 1:50     SF101B: School Expenditures

Instructor: Donna Adkins, Business Manager, Dover School District

Description:  Introductory class  covering expenditures by fund,  function and object codes.

2:00 - 4:00      SM 102: School Business Management-School Ethics & Audit Compliance

                          Instructor:  Freeman Wish, Business Manager, Clarksville School District

                          Description:  Introductory class covering management principles including ethics regulations and laws and audit requirements.


Wednesday, July 11

9:00 - 11:00    PS101: Introduction to Purchasing & Supply Management

                        Instructor:  Shawn Higginbotham, Associate Superintendent, Lake Hamilton School District

                         Description:  Introductory class covering purchasing policies, procedures, purchase orders and requisitions, purchasing laws and ethics and other purchasing considerations.

11:00 - 11:45   Lunch will be provided.

11:50 - 1:50   SF105: Understanding Your State Aid Printout & Adequacy Matrix

                        Instructor:  Mr. Kelly Hayes, Comptroller, Springdale School District

                         Description:  Course explaining funding  associated with the State Aid Notice, Adequacy Matrix and funding calculation methods as well as Educational Excellence Trust Fund


2:00 - 4:00      SF401A: Tier 1 Annual Update

                          Instructor:  Dr. Richard Abernathy, Executive Director, AAEA

                         Description:  Two-hour annual financial update required by A.C.A 6-20-2004 for superintendents, education cooperative directors, open-enrollment public charter school directors,

and school district business managers.  This session also counts as a two-hour elective for the CASBO certification program.  This training can also be used to meet required Tier 2 training if allowed by district.  Tier 2 financial training is required for all district employees who are involved in the process of recording  and/or reporting school or district financial transactions.
